HCD Announcement: Notice of 30-day Public Comment Period for Proposed Emergency Regulations – Mobilehome Residency Law Protection Program

The California Department of Housing and Community Development (HCD) proposes to adopt emergency regulations that, if approved, would create and implement procedures for soliciting and executing nonprofit legal service provider contracts for which HCD refers Mobilehome Residency Law Protection Program (MRLPP) complaints for possible action.

Assembly Bill (AB) 318 (Chapter 736, Statutes of 2023) deems the adoption of these regulations to be an emergency and provides that, prior to submitting an emergency regulation to the Office of Administrative Law, HCD shall solicit and consider stakeholder comments in the design and implementation of the MRLPP in at least one 30-day public comment period.

Now Accepting Public Comment

The 30-day comment period provides all interested parties an opportunity to submit comments during the following dates: 

April 24, 2024, 8am through May 23, 2024, at 11:59pm

Copies of the specific emergency regulatory language of HCD’s proposal (Express Terms) and Finding of Emergency are available for review on the HCD Title 25 Rulemaking webpage.

Please note: The review of written comments during this 30-day comment period is limited to the modifications of the originally proposed text. These modifications are shown on the Express Terms document.
