Notice of Proposed Emergency Action – Mobilehome Residency Law Protection Program Readoption of Emergency Regulations

The California Department of Housing and Community Development (HCD) proposes ​to readopt for a second 90-day period the emergency​ regulations that amend Chapter 3.5 of Title 25 of the California Code of Regulations.

This readoption action would extend the expiration date for the readopted emergency regulations as overseen by the Office of Administrative Law (OAL) from May 12, 2025 to August 10, 2025.

Assembly Bill (AB) 318 (Chapter 736, Statutes of 2023) deems the adoption of these regulations to be an emergency.

Government Code, section 11346.1(a)(2), requires that at least five working days before submitting an emergency regulation to the Office of Administrative Law, the adopting agency shall send a notice of the proposed emergency action to every person who has filed a request for notice of regulatory action with the agency. Upon receiving the proposed emergency regulation, OAL shall allow interested persons five (5) calendar days to submit comments on the proposed emergency regulations as set forth in Government Code section 11349.6.
