Legislative Committees Off to a Busy Start

This past week, the State Assembly held 27 committee hearings, and the State Senate held 18 committee hearings. Over the next few weeks, the State Legislature will shift into high gear as many bills wait to be set for hearings in the various policy committees.

Among these, the five bills sponsored by WMA have been assigned to committees, though specific hearing dates are yet to be determined. Additionally, AB 239 (Harabedian) — a bill supported by WMA creating a state-led County of Los Angeles disaster housing task force — was heard on Wednesday, March 26 in the Housing and Community Development Committee. The bill passed with a vote of 11-0 and will now move on to the Committee of Emergency Management.

Please note that the State Legislature and state offices will be closed on Monday, March 31, in observance of Cesar Chavez Day. This holiday applies ONLY to state government. Federal offices and WMA will remain open.

The Monday holiday means that the Legislature will be in session tomorrow (Friday, March 28) so that lawmakers can continue receiving tax-free per diem over the weekend.

Bills Being Amended

This week was the deadline to submit amendments to “spot bills” introduced earlier this year, and so far over 500 bills have been amended. WMA’s legislative team is reading each amendment to ensure bills affecting manufactured housing communities across the state are being properly monitored. So far, fewer than 50 bills have been amended that would impact WMA members in a substantial way, but staff will keep reviewing these bills.

Mobilehome Residency Law Protection Program: Emergency Regulation Readoption

The California Department of Housing and Community Development (HCD) has announced it is seeking another round of comments on a regulatory proposal to readopt the emergency regulations amending Chapter 3.5 of Title 25 of the California Code of Regulations. This readoption will extend the expiration date for the emergency regulations, overseen by the Office of Administrative Law (OAL), from May 12, 2025, to August 10, 2025.

WMA Foundation Raises Record Donation Amount — Helps LA. Fire Victims

WMA is pleased to report that the 2025 WMA Foundation solicitation has collected $193,000 in contributions to date, thanks to the tremendous generosity of industry members like you. This is by far the largest amount the Foundation has ever raised, making it possible for WMA to contribute $76,500 to those mobilehome park residents victimized by the Palisades Fire.

General Remarks

Over the next few weeks, the Legislature will be running on all cylinders.  With a policy deadline of May 2 for bills with a fiscal impact and May 9 for bills without a fiscal impact, there are only a small number of days remaining to hold hearings.  WMA is actively preparing testimony in support of our sponsored bills and in opposition to many other bills.  Please be sure to visit our website at wma.org and click on “Bills of Interest” in the Government Affairs section to learn about the bills being monitored by WMA.
